    The Role

    This exciting opportunity is for a Lead System Analyst to translate business requirements into technical requirements that align with relevant architectures. Lead the development of various capability plans and delivery roadmaps for all the systems capabilities supported by the Branch; these include Risk Engines, Situational Awareness, Maritime Domain Awareness, Emergency Management, Search Applications and Reporting Tools.

     

    Responsibilities


    The specified personnel will be responsible for providing the following deliverables including but not limited to:

    • Taking responsibility for understanding client requirements, collecting data, delivering analysis and problem resolution;
    • Collaborating with, and facilitate stakeholder groups, as part of formal or informal consultancy agreements;
    • Seeking to fully address client needs and implement solutions if required;
    • Enhancing the capabilities and effectiveness of clients, by ensuring that proposed solutions are fully understood and appropriately exploited;
    • Developing models and plans to drive the execution of the business strategy, taking advantage of opportunities to improve business performance;
    • Contributing to creating and reviewing a systems capability strategy which meets the business's strategic requirements;
    • Determining requirements and specifies effective business processes, through improvements in technology, information or data practices, organisation, roles, procedures and equipment;
    • Developing and driving adoption of and adherence to organisational policies, standards, guidelines, and methods for system design;
    • Championing the importance and value of system design principles and the selection of appropriate systems design life cycle models;
    • Leading system design activities for strategic, large and complex systems development programmes;
    • Developing effective implementation strategies consistent with specified requirements, architectures and constraints of performance and feasibility;
    • Developing system design requiring the introduction of new technologies or new uses for existing technologies;
    • Providing organisational leadership and guidelines to promote the development and exploitation of specialist knowledge in the organisation;
    • Maintaining a network of recognised experts (inside and/or outside the organisation) who can deliver expert advice in relevant areas; and
    • Providing input into professional development planning across a significant part of the organisation to further the development of appropriate expertise.

     

    The Specified Personnel will be responsible for producing the following deliverables, including but not limited to:

    • Business Specifications;
    • Functional Specifications;
    • Defect Resolution Specifications;
    • Technical Specifications.

     

    All deliverables performed by the specified personnel must:

    • be performed or delivered promptly and without delay in accordance with the timeframes notified by the buyer from time to time; and
    • meet the assessment and performance criteria set out in any monitoring and performance assessment processes notified to the seller from time to time.
