Role
We are seeking an experienced Capital Works Project Manager to manage the end-to-end delivery of assigned projects, from initiation and design through to construction and handover.
This role is critical to ensuring projects are delivered on time, within budget, and to a high standard of quality, safety, and compliance.
You will be responsible for developing and delivering a range of projects by applying your knowledge of Local Government, Building, and the Construction Industry. The role will also involve liaising with governing authorities and utility providers, coordinating design activities, managing contractors, and providing technical direction to ensure delivery within pre-determined limits of time, cost, and quality.

Key Responsibilities
· Manage the initiation, design, procurement, and delivery of a wide range of capital works projects
· Review draft designs for constructability and potential omissions
· Develop technical requirements for RFQs and RFTs, and lead evaluation panels
· Act as Superintendent’s Representative on assigned projects
· Oversee delivery of construction projects via external contractors and service providers
· Provide technical advice, status reporting, contract management, and budget/time management
· Lead and chair Project Control Groups (PCGs)
· Develop and deliver projects using knowledge of Local Government building and construction industry practices
· Liaise with governing authorities and/or utility providers to ensure compliance and approvals
· Collaborate and manage client and project needs using effective interpersonal and communication skills
· Coordinate design activities, manage contractors, and provide technical direction throughout the project lifecycle
· Coordinate with internal and external stakeholders to achieve project objectives
· Manage risk identification and mitigation strategies
· Mentor and coach Graduate Project Officers as required
What You’ll Need
Essential Qualifications
· Degree in Civil Engineering, Project Management, Construction Management, or similar
· Current Class C Driver’s Licence
· WHS Construction Induction certification
Essential Experience
· Proven experience managing multi-disciplinary capital works projects
· Strong knowledge of legislation, regulations, design standards, and codes of practice relating to construction and infrastructure
· Demonstrated success in managing budgets, business planning, tendering, and contract administration
· Excellent written and verbal communication skills, with experience preparing executive-level reports and contract specifications
· High-level interpersonal and negotiation skills with proven ability to resolve complex project and contractual issues
· Proficiency with Office 365, SAP, and project management systems
Desirable
· Experience in civil works (roads, stormwater, DDA compliance), landscaping, buildings, and public domain projects
· Previous experience in Local Government project delivery
