Are you an experienced Business Intelligence Developer with strong expertise across IBM Cognos and Microsoft Power BI and a passion for delivering high-quality, governed reporting solutions? We are seeking a skilled Senior Cognos & Power BI BI Developer to support the ongoing modernisation and BAU operations of enterprise BI solutions within a government environment.

 

Responsibilities:

• Design, develop, maintain, and optimise BI reports, dashboards, and data models using IBM Cognos and Microsoft Power BI

• Support and execute the migration of reporting artefacts from Cognos to Power BI, including redesign, validation, and testing

• Work closely with ACDW and BAU/Operations teams to translate business requirements into scalable BI solutions

• Optimise report performance, SQL queries, and data refresh processes to ensure reliable and timely insights

• Contribute to standardised reporting templates, visualisation standards, and data governance practices

• Provide technical guidance and mentoring to junior BI developers on best practices

• Collaborate with data modellers, ETL developers, solution architects, and analysts across Agile delivery teams

• Ensure BI solutions comply with data governance, security, and accessibility standards

 

Skills and Experience Required:

• 5+ years’ experience in enterprise BI development using IBM Cognos and Microsoft Power BI

• Proven experience delivering Cognos-to-Power BI migrations within complex data environments

• Advanced Power BI skills including DAX, Power Query, Dataflows, semantic models, and workspace management

• Strong experience with Cognos Framework Manager, Transformer, Report Studio, and Analytics

• Solid SQL and data modelling experience in enterprise data warehouse environments

• Experience integrating BI tools with data sources such as Oracle, Teradata, and cloud platforms (e.g., GCP)

• Experience working in Agile, cross-functional teams delivering to technical and business stakeholders

• Strong analytical, problem-solving, and communication skills

 

Desirable:

• Experience with Qlik Sense or other modern BI visualisation tools

• Understanding of data governance frameworks and metadata management

• Relevant Power BI, Cognos, or Data Analytics certifications

• Experience contributing to BI strategy or roadmaps in large government or enterprise environments
