Strategic Commercial Lead
Location: Hybrid - Home based with 1-2 days per week onsite
Contract: Initial 6-Month Contract

We are supporting a significant infrastructure programme seeking an experienced Strategic Commercial Lead to provide senior-level commercial leadership across a complex, high-value delivery environment.
This is not a traditional commercial management role. The successful candidate will operate at executive level, shaping commercial strategy, influencing key programme decisions, driving governance, and ensuring commercial best practice across the full programme life cycle.
Working closely with senior leadership, procurement, finance, legal, and delivery teams, you will play a critical role in ensuring commercial structures, cost models, and procurement strategies are aligned to programme objectives, risk appetite, and long-term value outcomes.
Key Responsibilities
Lead the commercial and procurement strategy across major programme delivery activities including design, construction, systems integration, and commissioning.
Provide strategic guidance on contracting approaches, commercial models, and delivery frameworks including NEC4 environments.
Act as a trusted advisor to executive leadership on commercial risk, governance, supplier strategy, investment decisions, and programme assurance.
Establish and oversee robust commercial governance frameworks ensuring compliance, transparency, and accountability.
Drive consistency in cost control, forecasting, pricing structures, commercial evaluations, and value management activities.
Lead enterprise-level commercial risk management across areas such as inflation, supply chain volatility, contractual disputes, and programme change.
Support supplier engagement strategies and develop high-performing, collaborative supply chain relationships.
Provide leadership and mentorship across the wider commercial function, promoting best practice and continuous improvement.
Key Experience Required
Significant experience operating within major infrastructure programmes.
Strong commercial leadership capability across procurement strategy, commercial governance, contract management, and supplier ecosystems.
Experience supporting procurement and tender evaluation activities within NEC4 contract environments.
Strong understanding of construction cost modelling, pricing structures, and commercial evaluation processes.
Proven ability to engage and influence executive stakeholders, programme leadership, procurement, finance, and delivery teams.
Experience within mission-critical or technology-enabled environments such as utilities, data centres, control rooms, or complex operational infrastructure.
Excellent analytical capability with strong attention to detail and commercial insight.
Desirable
Professional accreditation such as RICS, CIOB, CICES, ICES or equivalent.
Previous experience within regulated or publicly funded environments.
Security Clearance highly desirable.
