    We are seeking a highly skilled RFB Development and Procurement Specialist to join our Ontario Government client’s team. This role involves the development, writing, and editing of Request for Bids (RFBs) and ensuring that procurement documents align with the client’s standard procurement processes. The ideal candidate will have extensive experience in facilitating procurement opportunities, developing scope statements, and ensuring clarity and accessibility in procurement documentation.

    Must Haves:

    • Expertise in Procurement and RFB Development:

      • Proven experience in coaching and facilitating the development of scope statements, business objectives, and requirements with project teams.

      • Responsible for RFB content quality, ensuring the language is accessible, and the information is easy to understand.

      • Experience in developing, writing, and editing RFBs by working closely with project teams and incorporating feedback.

      • Ability to ensure that procurement documents are structured to be fair, open, and transparent, aligning with the recommendations and guidance from the client and Supply Ontario.

    • Proficiency in Client’s Procurement Processes:

      • Ensures all activities are undertaken following the client’s standard procurement processes, leveraging best practices, tools, methods, and approaches.

    Responsibilities:

    RFB Development and Document Quality Management

    • Develop and Manage RFB Content:

      • Work closely with the project team to develop, write, and edit the RFB, ensuring content quality and clarity.

      • Incorporate feedback from the project team and stakeholders to refine the RFB documents, making complex language easy to understand and accessible.

      • Ensure that the RFB documents are structured to meet business objectives and are aligned with client recommendations and guidance from Supply Ontario.

    • Quality Assurance of RFB Documents:

      • Review and ensure that RFB documents are structured to successfully deliver the expected business results.

      • Coach and facilitate the project team in defining scope statements, business objectives, and requirements to clearly identify the procurement opportunity.

      • Facilitate team reviews and approvals of draft procurement documents and update them as required.

    RFB Evaluation and Vendor Management

    • Support RFB Drafting and Finalization:

      • Review and modify the initial RFB draft based on team input and approvals to create the final RFB package.

      • Prepare and participate in executive/management briefings related to the final draft RFB package.

      • Develop final RFB documents, including evaluation criteria, weighting frameworks, and risk mitigation strategies.

    • Vendor Information Sessions and Evaluation:

      • Prepare Evaluation Toolkits with Excel scoring workbooks and instructions.

      • Attend evaluator training sessions and facilitate consensus meetings.

      • Attend Vendor Information sessions, compose session notes, and prepare documents for issuance.

      • Facilitate RFB Addenda with the project team to ensure clarity and accuracy in communication with vendors.

    Advisory and Knowledge Transfer

    • Provide Expert Advice and Knowledge Transfer:

      • Coach and facilitate the project team in developing clear and precise scope statements, business objectives, and procurement requirements.

      • Provide ongoing advice and coaching to ensure that the procurement process is transparent and aligns with client standards.

      • Assist in onboarding successful vendors by providing clear documentation and guidance.

    Required Skills:

    • Advanced Communication Skills: Demonstrated ability to write in plain language and make complex information accessible.

    • Stakeholder Engagement: Experience in facilitating and coaching project teams, ensuring clear communication of scope and objectives.

    • Procurement Expertise: In-depth knowledge of standard procurement processes, particularly in the public sector.

    • Advanced Microsoft Excel Skills: Experience in creating and managing complex scoring workbooks and evaluation tools.
